A coalition of 17 states and the District of Columbia, led by California, is suing the Environmental Protection Agency over its plan to change vehicle efficiency standards. The states are asking a court to review the EPA's proposed actions, arguing that they violate the Clean Air Act.

"We're not looking to pick a fight with the Trump administration, but when the stakes are this high for our families' health and our economic prosperity, we have a responsibility to do what is necessary to defend them," California's attorney general, Xavier Becerra, said.

The Trump Administration today moved to weaken fuel economy standards for automobiles, saying the current ones are inappropriate and wrong.

The long-anticipated move is a win for auto manufacturers, which had lobbied for lower fuel-economy standards. It's also a rejection of one of former President Barack Obama's biggest efforts to combat climate change by curbing greenhouse gas emissions.

German carmakers Volkswagen, BMW and Daimler are already facing an onslaught of outrage by animal rights activists and environmentalists for emissions research they conducted on monkeys, but new reports from two German news outlets say the companies also financed human testing.

California has the toughest air quality regulations of any state in the country. But they're not tough enough to satisfy a new state law that requires California to double the rate at which it cuts greenhouse gases.

So this month, the California Air Resources Board approved a plan it says is aimed at "decarbonizing" the state's economy.

For three years in a row, the world's carbon emissions were virtually stable — holding steady after decades of growth.

But now they're on the rise again, which is bad news for efforts to fight climate change, according to a team of researchers who have released a new study on the topic.

Seventy-six scientists from around the world contributed to the Global Carbon Project, or GCP, which released its annual "Carbon Budget" on Monday.

The Environmental Protection Agency said Fiat Chrysler violated the Clean Air Act by allegedly installing and failing to disclose software in some 104,000 cars and trucks that alters emissions.

The automaker was required by law to disclose the software to regulators during the certification process but did not do so, the EPA announced Thursday. While the agency is still investigating the nature of these devices, it said the software results in increased emissions of nitrogen oxides.

The Paris agreement to curb climate change calls for a dramatic shift away from fossil fuels and the greenhouse gasses they emit, especially carbon dioxide.

Volkswagen's use of a "defeat device" to fool U.S. regulators has resulted in a federal lawsuit against the company. Volkswagen has acknowledged that millions of its diesel cars worldwide relied on a ruse to skirt emissions controls.

The civil complaint was filed in federal court in Detroit, with the Department of Justice acting on behalf of the Environmental Protection Agency — which says it hasn't yet reached an acceptable agreement with Volkswagen over how to handle a recall.

The software that allegedly causes Volkswagen cars to cheat official emissions tests exists in only one type of diesel engine, according to the carmaker — and it has sold 11 million of them around the world. The company says it's setting aside 6.5 billion euros (around $7.25 billion) to fix the cars.

Providing an update to a scandal that began Friday, when the EPA said it found wide variations in emissions from VW cars that use a "defeat device" to fool emissions tests, the German company said that it's "working at full speed" to investigate the problematic software.
