Should every child go to full-day Kindergarten?

Oklahoma has been at the forefront of early education, from expanding both pre-kindergarten and kindergarten programs. But some are concerned a mandate requiring full day kindergarten across Oklahoma would mean a loss in some federal funding. So a bill passed by Oklahoma’s House of Representatives, HB 1395, would eliminate the mandate. But if the current legislation fails to pass the Senate, the mandate goes into effect: schools across the state would have to offer full-day kindergarten starting next year. Should all schools have to provide full-day kindergarten? Or is it not worth the potential loss in federal money?
