The US Senate has 53 Democrats, 2 Independents, and 45 Republicans. The two Independents normally caucus with the Democrats. The Democrats submit a budget. If a vote was then held, the budget would pass with 55 yes votes and 45 no votes(every Republican voting no). The Republicans do not want to allow a vote so they filibuster knowing then that you need 60 yes votes for the budget to pass. Hence, no budget in the Senate is passed. The Republicans then go on tv bragging about how the Democrats can't pass a budget. Of course, the Republicans don't bother to mention that the real reason the budget bill did not pass was due to their filibuster and not due to Democrats.
