President Barack Obama, the federal government and state regulators in Nebraska are still debating northern portions of TransCanada’s Keystone XL Pipeline. But construction is already underway in Oklahoma near Stroud.

Crews in Texas are wrapping up south of the Red River and moving north to Oklahoma. Teams are busy digging, welding, inspecting — and burying hundreds of miles of bright, teal-green pipeline that will connect the Cushing oil hub with refineries on the Gulf Coast. TransCanada spokesman Jim Prescott:

“In Oklahoma today, we’ve got 450 workers on the ground.”

The fate of TransCanada’s international pipeline permit won’t be decided until early next year. But a bottleneck of crude in Cushing is hurting the price of Oklahoma oil because it’s not getting to refineries fast enough. Energy experts say the Keystone pipeline, even the southern portion alone, will help.
